Abstract Norway has one of the highest per capita health expenditures in the world. As life expectancy increases and more people lives with long-term conditions, recent health policy development seeks to improve care coordination between primary and specialist care, shift healthcare towards more preventive and person-centred interventions and enhance user involvement in clinical decisions.
