Abstract: Abstract This chapter provides an overview of the energy efficiency retrofit programs in the social housing sector of three provinces (British Columbia, Ontario and Alberta) in the post Canada Economic Action Plan period (2014–2020). It illustrates how different provincial priorities and housing policies affect program design and strategies for implementation. The comparative review identifies funding mechanisms, institutional structure, implementation criteria, partnerships and types of retrofits. The review focuses on program implementation in Vancouver and Toronto, where some tangible results have materialised. Findings confirm that provincial jurisdiction over energy efficiency and housing policies as well as the lack of federal funding for climate change result in uncoordinated and less systematic programs compared to the previous period. Investment in social housing retrofits is driven by environmental commitments and job creation as opposed to strategic programs for growth and rebuilding of the social and affordable housing portfolio in cities.
