Abstract: Abstract The three leading countries—Cote d’Ivoire, Cameroon, and Senegal have been unable to develop a strong manufacturing sector and increase the processing of agricultural commodities. There are several dynamics, including the lack of mid-sized firms, the partial retreat of the state, the politically connected oligopolies, and the trifecta of high energy costs, difficult financing, and high transport costs.
