Abstract: Abstract The issues of infrastructure development are considered through the prism of the concept of “quality infrastructure investments” and the achievement of the sustainable development goals (SDG). The hypotheses about the feasibility of public-private partnership—despite the theoretical and practical ambiguity of this institution—on this track are tested. The theoretical approaches to infrastructure as an object of sustainable development recommended by expert community are projected onto the analysis of infrastructure in the Russian Federation and the institutional processes in state policies and practical steps in this sphere. Using statistical methods, the dynamics of indicators characterizing the scale and depth of PPP mechanisms application, their impact on the macroeconomics, regional economies and the situation in certain industries are analyzed. The obtained results are generally consistent with theoretical assumptions about the benefits of using PPP mechanisms both for the state and business. The existence of a relationship between the application of public–private partnership and indicators characterizing positive quantitative and qualitative changes in infrastructure development has been revealed. Recommendations to improve efficiency of the use of PPP mechanisms in order to develop the infrastructure complex and achieve sustainable development goals are presented.
