Chapter Chapter 2 in The Collective Dimensions of Employment Relations, 2021, pp 15-28 from Springer

Abstract: Abstract Since employees are not supposed to be mere objects of management’s decisions, workers’ participation in management’s decision-making is of utmost importance for respect of human dignity and for a democratic workplaceWorkplace democracy. The article starts by a sketchy description of the variety of patterns of workers participation and of the advantages of such systems. The approach of the EU towards workers’ participation is discussed. Sketching the different Directives it particularly is demonstrated that the EU has proved to be a learning system, starting with illusions of harmonization to now simply creating procedures for the promotion of the idea workers’ participation instead of imposing institutional patterns. The focus then is on the preconditions of workers’ participation in order to show that these preconditions are fading away in view of new developments in the world of work, particularly in view of digitalization. After showing that the need for workers’ participation is bigger than ever, it is discussed whether in spite of these difficulties workers’ participation has a future.
