Abstract:
Abstract Purpose: This research is aimed at exploring the forecasting potential for project activities as a tool for institutional modernization of the higher education system with account of Russian and foreign experience. Design/methodology/approach: The research is based on the general scientific methodology which provides for the use of a comprehensive, institutional and developmental approach to problem solving. This paper is based on the fundamental works of domestic and foreign researchers on the problems of reproduction of intellectual capacity of the national economy. Findings: The conceptual framework of the research on the features of the innovation management of higher education institutions as actors in the institutional structure of the Russian higher education system has been revealed through the implementation of key components of the project-based approach to the process of management of innovative activities, intensification of basic (main) and innovative processes of their functioning. In this regard, methodological recommendations have been developed to improve the management of innovative activities of actors in the institutional structure of the Russian higher education system, which are reflected in the proposed alternative mechanism of introduction of the project-based approach in the existing system for the management of higher education institutions and the project management algorithm based on the formation of an integral system to support the commercialization process at all levels of functional areas of their activity. Originality/value: In the form of generalization, the authors substantiate the idea of the presence of a close interaction with integration processes that are implemented within the framework of internal mergers of actors in the institutional structure of the higher education system, based on the protection of national priority projects and selected national and local programs, which necessitates the use of the tools of contemporary project management theory.
