Abstract:
Abstract Purpose: The Russian President Decree No.683 dated 31.12.2015 states the main directions of the Russian Federation national security strategy. Article 5 of the document highlights an inseparable interrelationship between a Russian national security and a social and economic development of the country. One of the social and economic development directions is the improvement of a family, mother/fatherhood and childhood support system. Legislative regulation of measures for the social support of a family, mother/fatherhood and childhood at federal and regional levels is analyzed in the survey, its significance and problems of implementation are revealed. Methodology: Methodological tooling based on comparative legal, chronological and statistical methods is used in the research process. The comparative legal method allows a researcher to study a problem in the dynamics of changes to legislation. Statistic data is used for conformation of the authors’ conclusions. Findings/recommendations: It has been revealed that the current social support system for families, mother/fatherhood and childhood requires improvement despite of all performed transformations. Being an integral part of social policy pursued by the state, the effective reformation of this sphere will allow creation of economically comfortable conditions in a family for birth and upbringing of the future generation. Originality: It is proposed to make changes in the legislation in order to set the age range for monthly allowance for a child by increase of the age up to 16 years old. Such legislative amendments will help to increase economic attractiveness of the region and stabilize demographic situation in the region.
