Abstract: Abstract Purpose: We seek the goal of formation of a systemic scientific vision of social entrepreneurship in the unity of its manifestations: as non-commercial and socially responsible business. Design/methodology/approach: Two research tasks are solved in order to reach the set goal. 1st task: developing a methodological approach to classification of companies in the process of building the social market economy and specifying the place in it and the criterion of social entrepreneurship. 2nd task: identifying the key source of social entrepreneurship’s development and determining the prospects of improving its state management. The research is based on the method of correlation analysis. Findings: As the economic analysis shows, development of social entrepreneurship requires the increase of the level of economic freedom. Even in countries with the high level of economic freedom it is insufficiently high for development of social entrepreneurship and, thus, further deregulation for the purpose of building the social market economy is recommended. Originality/value: We form a systemic scientific vision of social entrepreneurship in the unity of its manifestations: as non-commercial and socially responsible business. A new classification of subjects of entrepreneurship by the criterion of their contribution to creation of the social market economy is developed; according to it, we offer criteria of assigning business structures to various subjects of entrepreneurship and distinguish commercial entrepreneurship, provisionally social entrepreneurship, and social entrepreneurship.
