Abstract Extreme market events cannot be understood without reference to the complex aspects of money and credit. National and international government and banking policies and politics and attitudes in response to economic conditions greatly affect business and personal balance sheets and income statements and incentives to save, spend, or invest. This chapter surveys ties between interest rates and market movements and focuses on the roles played by central banksCentral banks and the effects of their policies.
