The State Food Policy in the Context of Modern Crises

Abstract: Abstract Purpose/objectives: the article is devoted to the study of the key sources of food security of a particular state, which affect the implemented state policy. An important role in this issue is played by a set of production elements of the agro-industrial complex (AIC) and agricultural lands. In accordance with this, the impact of the economic crisis on the specified food security consists in the absence or insufficiently efficient state of a number of conditions and factors. This impact violates the necessary level and mode of further development of the agro-industrial complex. It is also reflected in the combination of inefficient methods of cultivating agricultural land and less-than-optimal use of primary products, obtained during the cultivating of this land. Methodology: the research methodology consists of the methods of regulatory analysis and assessment of the current situation in the field of public administration of the national food system, the methods of content analysis, statistical analysis and the methods of formalization and analogy. Results: the current trends in the world economy are predetermined by recurrent crises, which require more comprehensive planning of state policy, including the field of food security. The assessment of existing risks and threats to the modern food security requires revision and adjustment of the environmental factors generated by crisis trends. Conclusions/relevance: the peculiarity of this work lies in the systematization and comprehensive justification of the main state management decisions affecting the formation of the country’s food security in the context of the modern crisis phenomena. The assessment of the existing risks and threats to the effective development of agricultural production will make it possible to form efficient management solutions in the branches of the agro-industrial complex of Russia.
