Abstract: Abstract Contrary to Africa, SEZs were successful in South Korea, China and Taiwan because they had ideal strategic bureaucratic competencies in making the right choices and setting clear strategic directions and effective political leadership with a strong development focus that energised bureaucracies in successful implementation of SEZs. The right environment, incentives and infrastructure were in place.
