Abstract: Abstract The Planning Institute of Jamaica, having responded with some alacrity to the Prime Minister’s urgent call to formulate the Jamaica Country Strategy for the Adaptation of the Sugar Industry, turned over the said Strategy to the Ministry of Agriculture for implementation in 2006. There was naturally some break in the momentum, as the Ministry of Agriculture was in no shape or form structured to implement the 86 million euros programme, the single largest programme the Ministry has ever implemented in its history.
