Abstract:
Abstract This chapter focuses on the role of the state and its interaction with tech giants in the US–China race for AI global dominance. In the previous chapter, we elaborated on the role of the Chinese state in China’s AI catching-up. In response, the US government has combined measures to promote AI with technology embargos with the aim to protect its AI lead. We use the concepts techno-globalism and techno-nationalism to capture fundamental changes in state involvement and international relations. Simultaneously, the chapter elaborates on the co-evolution between state policy and corporate strategy, characterized by elements of consonance and discord. Tech giants operate globally and their interplay with their home states is at the core of the current transformations of the global innovation system.
