Chapter Chapter 5 in Directed Quantities in Electrodynamics, 2021, pp 153-197 from Springer

Abstract: Abstract This chapter is devoted to electromagnetic waves, as far as possible treated without the use of metric. Essential notions, necessary to describe any wave are introduced in Sect. 5.1, namely: a phase, a wave covector and a one-from of slowness as a quantity dual to phase velocity (which can’t be defined uniquely in a metric-free manner).
