Abstract: Abstract In this chapter, we focus upon the emergent models of operation and coordination of decentralised energy resources and cover the roles played by distribution utilities and operators, in moving from a passive network operator to an increasingly active scheduler and coordinator of DERs, to a platform provider. We provide a breakdown of elements underpinning the functions of both a network operator and a system operator and highlight the differentiated operational and market considerations in managing a distribution-level market relative to a transmission network. We argue that the traditional modes of operation and coordination that have been successful in the transmission context may not necessarily apply to distributed networks requiring regulators to think more broadly about alternative operating and governance modes for the new DSO.
