Chapter Chapter 4 in Electricity Distribution Networks in the Decentralisation Era, 2022, pp 45-60 from Springer

Abstract: Abstract The chapter discusses regulated charges as means to finance the infrastructure and coordinate network users. It covers the traditional distinction of one-off charges for connection, which can be deep or shallow, and continuous use-of-system charges, as flat rates, two-part charges for load and energy with different degrees of time and locational differentiation. The chapter spans issues of cost incidence, on feed-in versus withdrawal as well as energy netting and usage approximation. The theoretical overview is illustrated and loosened up by references to international practice. Criteria used to qualify and compare different tariff schemes include suitability for cost recovery and coordination, for efficient allocation and development of network capacity, transaction cost and requirements for information and regulatory oversight and adaptability facing system transitions.
