Abstract:
Abstract Making progress on global and social challenges requires the skill of data literacy, or the ability to extract meaning from data. Developing data literacy does not require the latest statistical techniques or in-depth subject-matter expertise. Rather, the principles of data literacy involve a thoughtful consideration of the data-generating process. The Observe-Orient-Decide-Act (OODA) decision-making framework, which was developed by the Air Force Colonel John Boyd, positions an individual to make the best possible decision. After leaders identify the nature and the magnitude of the data to collect, they are then in a position to extract meaning from the data. This book presents examples of how a failure to apply data literacy to decision-making can lead to disastrous consequences.
