Abstract The chapter formulates the concept of the system function $$\varTheta (\zeta )$$ Θ ( ζ ) and gives necessary and sufficient conditions for the stability of the closed-loop synchronous SD system $$\mathscr {S}_\tau $$ S τ with control delay, expressed in the form of matrix $$\varTheta (\zeta )$$ Θ ( ζ ) .
