Abstract:
Abstract Although TCOM conceptually starts the individual level transaction of helping, the greatest impact of this approach is experienced at the system level. In fact, system transformation is the raison d’etre for the development of this conceptual framework. This chapter tracks the development of TCOM through a series of projects that served to organize and define the approach. By learning to use person-centered data at the system level, it becomes possible to design programs and policies to support effective helping. Rather than systems of care, TCOM seeks to create systems that care.
