Abstract: Abstract Corruption has been a big problem in Tanzania, which operated the colonial tax administrator model, with a complex arrangement requiring qualified surveyors to verify property values in a country with very few qualified surveyors. Attempts were made to simplify and centralize the tax base on an area-related basis, with pilots in Ilala and Mwanza, and the of use satellite imagery in the latter supplemented by low-tech verification. Inadequate software created problems with digital registration. There was political resistance to centralization of the revenue collections, given that automatic flow of funds to municipal accounts is not assured—leading to a reversal of the centralization. Experimentation with new technologies, such as the blockchain, could resolve the problems with information flows on both the revenue collections, potentially limiting rent-seeking opportunities, and flow of funds back to municipal accounts with a simplification of financial management procedures.
