Abstract: Abstract This chapter addresses the World Trade Organization (WTO) negotiations on trade in services that took place in the framework of the Doha Development Agenda (DDA). From the suspension of Doha Round in July 2006 to its informal ending in December 2015, we have seen the obvious weaknesses and deficiencies of the multilateral trading system and, as a reaction, the proliferation of regionalism—although this has been happening for quite some time now—and bilateralism. Nevertheless, decisions taken at the 10th WTO Ministerial Conference in Nairobi in December 2015 indicate the potential of the WTO to still operate as a forum for multilateral negotiations. We will see that the substance and nature of the services negotiations in the Doha Round were quite different from those of the Uruguay Round: the latter laid the ground rules for trade in services in the General Agreement on Trade in Services (GATS); the former was about extending liberalization and complementing those ground rules.
