Abstract: Abstract The most specific thing about the Catalan separatist challenge is probably that it is orchestrated by a regional government. Successive governments of the Generalitat de Catalunya have been in favour of independence but have been elected legitimately at the ballot box and in parliament. Originally, they did not oppose the state, the rule of law and democracy, they did so with their praxis.
