Abstract:
Abstract The budget of the Generalitat de Catalunya represented 18.4% of Catalan GDP in 2020 (€46,057 million). As part of a very extensive expansion, the government of the Generalitat systematically exceeded its own powers, broadened its responsibilities, and created, during a phase preparatory to the coup against the Spanish state, what the separatists called ‘state structures’. Until the separatist leaders explain this in a court of law, we must suppose that the expenditure on ‘state structures’ are something like the meeting point between the revolution and the independence budget trough.
