Chapter Chapter 11 in Development Delusions and Contradictions, 2023, pp 203-219 from Springer

Abstract: Abstract This chapter looks at the industry-wide angst for projecting appearances of change. This can be seen in many ways, such as in financing the private sector and moving from ‘billions to trillions,’ in climate change and green economies, and in innumerable other ways donors pretend to reform and reinvent themselves while remaining much as they always are. Why is there such an obsession with this change and reform?
