Abstract: Abstract This chapter is a politically incorrect overview of governments in the Rest. It looks at what is mostly a depressing picture and how things got this way, including typical weaknesses and failings today. But does the ‘development state’ hold promise at least in some cases? Do donors make a difference in promoting reform?
