Abstract: Abstract This chapter looks at the history and rhetoric around partnerships between donors and recipients. It takes up political and foreign policy preconditions, political negotiations and negotiating capital, uncertainties and unknowns in negotiations, and kicking fraying partnerships down the road during project implementation.
