Abstract:
Abstract This chapter takes up ‘country ownership’ a concept that has become an important objective in development. It charts the evolution of the concept, how it is supposed to work at macro policy levels and how it tends to unravel at the project level, with a kind of ownership-but-no-ownership schizophrenia as the result.
