Abstract:
Abstract This chapter looks at how donors have, since the early decades, built in ways to expand their portfolios into different countries as well as into different sectors. Some call this behavior ‘fragmentation,’ but it is much more. Donor backyards are everywhere, and project pipelines must be constantly primed. Mechanisms for identifying ever more ways to spend are well honed skills. Attempts to rationalize, to specialize, and to concentrate on core competencies are made by donors from time to time but always seem to fail. In other words, product development is a donor’s core competency.
