Abstract: Abstract Chapter 20 is a discussion with Déborah Rivas SaavedraRivas Saavedra, Déborah, the Vice Minister of the Ministry of Foreign Investment and Trade (MINCEX). This interview focuses on the legal protections offered to investors. These laws are designed and in existence because of the continued presence of U.S. sanctions, and the extraterritoriality of those sanctions. Other topics covered in this conversation with Vice Minister Rivas include the VUINEX digital platform and its time-saving factor, whether Cuba has become a more “business-friendly” environment, and the evolution of the foreign investment scenario during the COVID-19 pandemic to 2022. Also discussed was the new Portfolio of Investment Opportunities brochure that is now available online and no longer in PDF format. We updated the interview in Havana in May 2022.
