Abstract:
Abstract Part IX features four interviews with investors in Cuba’s tourism industry, one of the island’s strongest sectors, severely impacted by pandemic border closures and an increase of sanctions by the Trump government. The interview of this chapter is with Tom Popper, formerly president of the American travel company insightCuba. InsightCuba was the first agency in the United States to offer people-to-people travel services under Clinton in 2000. Our conversation took place following the Trump announcement of restrictions on American tourism. Those new rules were announced in April 2019 and came in the form of a ban on cruises and people-to-people travel. We discussed the 60 years of the pent-up desire to travel to the Island and what happens when Americans meet the Cuban people. We updated this interview in June 2022 when Mr. Popper had just returned from a business trip to Cuba, his second since the reopening of borders in November 2021. Still involved with Cuba, he is now the CEO of 82° West Consultants. We discussed the latest restrictions on the American citizens’ freedom to travel, the new entrepreneurial class, food shortages, the agriculture sector, and his visit to the Special Development Zone of Mariel.
