Abstract: Abstract Part XII looks at the roles of NGOs and non-profits in economic development. This chapter is a conversation held with James Williams, president of Engage Cuba in Washington, D.C. in 2016. It was an organization representing businesses, farm groups, and individuals who wanted to end the trade and travel embargo against the island. Engage Cuba was committed to lobbying Congress to lift the blockade. Their primary focus was U.S.–Cuba legislative advocacy. This interview occurred during the Obama presidency, but it was an election year. At that time, there were several bills in the House and Senate including the Freedom to Travel to Cuba, the Agricultural Export Expansion Act, the Cuba Data Act, the Cuba Trade Act, and the Cuba Agricultural Exports Act. Mr. Williams shared his views on the embargo, and the opportunities for American corporations interested in opening in Cuba. In those days, it was a possibility. The interview also addressed agriculture exports and whether U.S. businesses could compete with already established foreign investors in the Cuban market. As historical documentation of the era, the interview reflected the hope and aspirations of those times.
