Abstract: Abstract This chapter comprises two interviews with Rodrigo Malmierca Díaz, the Minister of Foreign Investment and Trade. Our conversation in June 2019 was the first time the Minister spoke to a foreign journalist. It occurred in a time of strong bilateral relations between the United Kingdom and Cuba. President Miguel Diaz-Canel made an official visit to London, the Royal Couple visited in March, and the Cuba Initiative event launched in June. The first interview focuses on the mutual priorities of the two nations, protections for foreign investors, the “One-Stop Shop” system, and the challenges of a dual currency (resolved in January 2021). I conducted a second interview with Minister Malmierca in August 2022, necessitated by the conditions of two years of pandemic and economic reforms. In this update, we look at the problems in attracting foreign investment, as well as the lingering cultural prejudices against it. The Minister gave an update on FDI inflow from 2020 to the first six months of 2022 under conditions of the pandemic and increased sanctions. The interview also covered FDI regulations for the non-state and state-owned businesses which operate under the same laws.
