Abstract: Abstract In the 1960’s debate grew over whether undirected R&D or directed R&D contributed most to the realization of technological innovation through commercial production efforts. When the Department of Defense attempted to resolve the matter through objective analysis, the National Science Foundation employed very unscientific studies to preemptively discredit the results, serving to further distort the reality underlying STI policy and practice.
