Abstract:
Abstract Kansas Banking Commissioner Joseph N. Dolley’s Blue Sky Act addressed Americans’ deepening distrust of the stock promotions that came with increasing frequency in the first decades of the twentieth century. Although financial writers tried to address this, urging readers to turn to bankers and lawyers for advice, legislators in other states hastened to enact laws that followed the Kansas model with state officials stepping in to vet offerings for appropriateness.
