Abstract:
Abstract Focusing on the wrong measures in public finances and not seeing the vast balance sheet of assets and liabilities results in chronic mismanagement, waste and corruption. Local, regional and national governments around the world are sitting on a goldmine of hidden assets, with the most important subset being property. These assets could improve government finances if fully disclosed and professionally managed.
