Abstract:
Abstract This chapter presents a novel approach to absolute poverty measurement whereby survey information on households’ self-reported living conditions is used to calculate expenditure-based poverty thresholds. This so-called survey-based approach mixes subjective and objective considerations on minimum needs and represents an intermediate solution to ABSPO measurement between the piecemeal reference budget-based and statistical food-based approaches. The approach yields reliable minimum expenditure thresholds across four non-food expenditure categories (housing, transportation, health, residual expenditures) as modular inputs to calculating poverty thresholds, while also addressing a number of thematic areas and topical concerns facing European social policy today.
