Chapter Chapter 8 in Measuring and Monitoring Absolute Poverty in the European Union, 2025, pp 279-321 from Springer

Abstract: Abstract This chapter presents the first set of cross-country comparable absolute poverty estimates in the EU and discusses their most distinctive features in the context of existing headline EU indicators and alternative measures. The analysis shows that, notwithstanding the methodological differences across various ABSPO strategies, the emerging patterns of absolute poverty are robust both between and within Member States. The incidence of ABSPO and AROPE poverty is broadly similar at the EU level, but absolute poverty is distributed much more unevenly across countries and time periods. The associated poverty profiles are consistent with observed patterns of subjective poverty, multidimensional poverty or material and social deprivation.
