Abstract: Abstract This chapter examines the strategic determinants of scope choices in governmental settings through the lenses of organizational economics and policy analysis. The chapter explores various modes of provision and explicates the circumstances under which governments and public organizations must select the most appropriate modes. It considers factors such as probity concerns, the availability of capable partners, and the challenges surrounding property rights and governance, and analyzes the pros and cons of each mode of provision.
