Abstract:
Abstract Even if they are globalising, the natural resources of the East belong to states in whose perimeter they are, by valorisation, the object of national budget constructions. Dominant to budgetary practice and philosophy is the static view, viewing the budget as a giant accounting account in which expenditures must equal revenues. This chapter attempts to provide arguments to show that this perspective can be misleading and that a budget viewed from a geopolitical perspective has more to say about sustainability. Otherwise saying, we are interested in finding out the interferences and complex connections between the budgets of countries that exploit resources that belong to globalised regions, open to the free market. More concretely, we want to find out the instrumental capacity of the budgets to customise the resources of the country in which they are built with the correct highlighting of externalities. Why wouldn’t we know how much the resources of country ”X” contribute to the income of country ”Y”, the first being polluted and the second being clean, given that pollution remains a shared responsibility? Synthetically speaking, we want to show how a political budget communicates better in terms of sustainability.
