Abstract At 11:16 a.m. on October 30, 1969, dark-suited sixty-three-year-old General Emílio Garrastazu Médici approached the microphone of the Salon Nobre in the presidential palace in Brasilia before a somber gathering of family and current and former military and civilian officials.
