Abstract: Abstract This chapter contends that China’s globalization of infrastructural development is reshaping our understanding of development, shifting the construct of development from a Western-centric, need-based model to a Chinese version of development. This shift is paving the way for the emergence of a global order molded in China’s own image. Through analysis, it also illustrates how Chinese infrastructural development is progressively flattening the world (infrastructurally) and re-enacting the Fly Geese Model in a distinctly Chinese version, particularly in China’s immediate surroundings and far-reaching regions such as Africa. To provide context, the chapter epistemologically dissects the Belt and Road Initiative (BRI) projects beyond journalistic representations. It problematizes China’s BRI projects in Africa, focusing on East Africa (where BRI projects are saliently visible), with Tanzania serving as a reference case. The chapter contextualizes Tanzania-China relations during and post-John Magufuli’s presidency, exploring the transitional and oscillatory trajectory of these relations. Within the framework of BRI, it evaluates whether China plays the role of an exploit or an angel for Tanzania, especially in the realms of energy, information, and transportation infrastructural development. Employing a neocolonial critical prism, the chapter critiques local responses to the impacts of Chinese involvement in Tanzania.
