Abstract: Abstract The renewal of the European Parliament with the 2019 elections and the appointment of the new Commission led by Ursula Von der Leyen inaugurate a new era marked by the Green Deal, in line with the fundamental orientation of the European Union. The Green Deal is a comprehensive programmatic document aimed at achieving climate neutrality by 2050, with intermediate targets set for 2030. To this end, the Green Deal outlines a series of detailed requirements and deadlines. Two strategic documents, in particular, envisaged in the Green Deal, concern agricultural policy: the “From Farm to Fork” and the “European Biodiversity Strategy for 2030”. These set out a series of particularly challenging new targets to be achieved by 2030. These targets necessitate significant adjustments compared to what was proposed in the future CAP by the previous Commission. Specifically, the CAP Strategic Plans assigned to individual Member States must conform to the new targets. The new CAP must be particularly committed to pursuing the Green Deal’s agri-climatic-environmental objectives. With these premises, the trilogue between the Council, the European Parliament, and the Commission begins. Considering the delayed operational start of the new Commission and the European Parliament after the 2019 elections and the technical time required to reach final regulations, the operational start of the new CAP is postponed by 2 years from 2021 to 2023.
