Abstract: Abstract Chapter 11, on “Deposit Guarantee Schemes—General Aspects and the Paybox Function”, provides a detailed analysis of the elements of the DGSD that are not discussed in Volume I and in Chapter 9 of this Volume, namely: the definition of the term ‘deposit’ under the DGSD; the rules governing the introduction, official recognition, and internal functioning of DGSs; the mandatory participation of credit institutions in DGSs; depositor information; the arrangements for the financing of DGSs, with emphasis on the term ‘available financial means’, the ex-ante ‘target level’, the ex-ante contributions and the ex-post contributions; the general rules governing the repayment of covered deposits; the repayment procedure (‘payout’); as well as depositors’ right to compensation and DGSs’ claims. The related Commission’ proposals on the reform of the CMDI framework are also discussed.
