Chapter Chapter 12 in The European Banking Regulation Handbook, Volume II, 2025, pp 635-677 from Springer

Abstract: Abstract Chapter 12, on “Resolution Funding: The Single Resolution Fund (SRF), the Contribution of DGSs and Other Arrangements”, deals in its first three Sections with the Single Resolution Fund (SRF), the single industry-funded fund for the Member States participating in the BU. These sections discuss in turn: the general aspects governing its operation (namely, establishment and use, end of the transitional period by end 2023, as well as purposes of use); the related financing arrangements (ex-ante and ex-post contributions, including the ‘common backstop’ to the SRB for the SRF); and its investment strategy and policy. The following three Sections delve into the use of DGSs in the context of resolution [including on the related Commission’ proposals on the reform of CMDI framework and with some remarks on the European Deposit Insurance Scheme (EDIS)]; State aid and aid by the SRF; as well as liquidity after resolution (including the liquidity backstop).
