Chapter Chapter 3 in The European Banking Regulation Handbook, Volume II, 2025, pp 115-221 from Springer

Abstract: Abstract Chapter 3, on “Prudential Regulation (1): Minimum Capital Requirements, Capital Buffers, and Related Ratios”, is comparatively longer one. This is due to the fact that the related total number of the Articles in the Capital Requirements Regulation (CRR), as in force since 2025, is—by far—much longer than the total number of the Articles in all other legislative acts of EU banking law taken together. It deals with the (catalytic) impact of the related international financial standards of the Basel Committee on Banking Supervision (BCBS) (Basel III regulatory framework); the regulatory capital (own funds); the capital (own funds) requirements (per risk); the rules governing large exposures; those on capital buffers (mainly contained in the CRD IV and in Article 5 SSMR on the related specific task of the ECB), as well as the various micro- and macroprudential capital requirements and their calculation (including the leverage ratio).
