Abstract: Abstract Wales has come a long way in its journey towards a more integrated health and care system for its people. It has integrated health boards with a one to one or one to many relationships with local authorities, and together, they have responsibility for population health, established legislation, developed policy, and provided funding mechanisms to support such change. Yet what has become clear is that change will not necessarily happen by top-down directives but is dependent upon people making change happen, or not. Integrated care in Wales will happen when people can see it as the right thing to do and because they are encouraged, motivated, and supported to do so.
