A Comprehensive Analysis and Recommendations Based on Cyberbiosecurity Survey Data from Uganda and Other Countries

Abstract: Abstract A study conducted in Uganda (19/38, 50%) with supplementary data from Kenya, Rwanda, Barbados, Morocco, Tunisia, Nepal, the Democratic Republic of Congo, Nigeria, and Togo assessed cyberbiosecurity awareness, perceptions, and readiness through a Google survey targeting various professionals. Results indicate that 81.5% (31/38) are concerned about the vulnerability of biotechnology to cyber threats. Familiarity with cyberbiosecurity is reported as very familiar by 34.2% (13/38) and somewhat familiar by 50% (19/38), though understanding of threats varies. Public awareness is considered insufficient by 63.1% (24/38), underscoring the need for targeted campaigns. Despite this, biotech firms implement measures like encryption and training. Opinions on investing in cyberbiosecurity are mixed, with 34.2% (13/38) feeling confident, 42.1% (16/38) pessimistic, and 23.6% (8/38) neutral. Current regulations are viewed as moderately effective by 42.1% (16/38), but enhancements are called for. Educational institutions are perceived as inadequately preparing students by 52.6% (20/38), highlighting gaps in programs. The urgency for robust cyberbiosecurity frameworks is emphasized by 84.2% (32/38), with 60.5% (23/38) anticipating significant threats soon. Confidence in Ugandan cybersecurity agencies varies: 18.4% (7/38) are very confident, 50% (19/38) are moderately confident, and 31.6% (12/38) are not confident. Challenges include resource limitations, fragmented regulations, and the need for cross-border collaboration. Enhancing public understanding necessitates educational initiatives and media campaigns. There is optimism for government-private sector cooperation, emphasizing resource sharing and policy development. Public awareness campaigns, guided by ethical considerations, are crucial. A multifaceted approach involving policy management, threat intelligence, and infrastructure development is vital, emphasizing collaboration among stakeholders and internationally. The study highlights the complexity of cyberbiosecurity and the necessity for tailored strategies in Uganda. One limitation of this study is the small sample size, which affects the generalizability of the findings. Plans for future research include expanding the geographical scope and sample size to provide a more comprehensive and representative understanding of cyberbiosecurity across East Africa.
