Abstract This concluding chapter returns to the central questions posed at the outset of the book: Why has regulationRegulation in South Africa’sAfrica network industriesNetwork industries struggled to deliver developmental results, and what can be done to design institutionsInstitutions that are both effective and adaptive in politically complex environments? Drawing from the sectoral case studies and the broader political economyPolitical economy of regulation, the chapter offers a structured response to these questions in three parts. First, it reflects on the strategic insights that emerged from analysing regulatory failureRegulatory failure across electricity, telecommunications, and transportTransport. Second, it outlines a grounded reform agenda anchored in outcomes-based regulationOutcomes-based Regulation (OBR), institutional clarity, and digital innovationInnovation. Finally, it situates these lessons within a wider praxisPraxis perspective, arguing that the adaptive, performance-driven logic of regulation must be extended across economic industriesIndustry if South Africa is to achieve inclusive and sustainable governance. In a highly contested space were ideology remains a significant impulse for decision making, a shift in mindset is critical to pursue what works to resolve the challenges facing the country and its citizenry.
