Abstract:
Abstract The case combines the elements of the importance of change recognised by unprepared research institute managers, the introduction of public procurement into mainstream operations, and the creativity of public procurement professionals. The question involves whether the most important researchers at an institute can be persuaded to adopt a more structured and predictable method for determining needs and utilising public funds, rather than making ad hoc purchases. Public procurement actually symbolises a shift to highly regulated processes that typically have a positive impact on an organisation whose employees are aware that change is inevitable regarding the future spending of public funds. The use of long-term procurement models is also viable in such a creative environment, provided that such systems are carefully designed. Students learn to take into account diverse needs and the regulatory environment when applying new procurement models.
