Abstract: Abstract This final chapter provides a summary of the earlier discussion and an analysis of the problems and inadequacies that characterise maritime governance at present. In many ways, these reflect similar problems exhibited by the governance of other global industries and which remain largely unresolved whatever the sector. “You can well imagine then that the earth has not the least idea of the way in which it is utilized by the human race. It is quite unaware of this fungus growth of vegetation and evolution of tiny animalcules which have collected upon it during its travels around the sun as barnacles gather upon the ancient vessel.” Doyle (1928: 19).
